The numbers mean where you place your fingers on the fret of that string. The x means to pick the strings, but damp them.

(to add on to the previous answer) that would be three fingers used at a time, a chord, rather than naming the chord, those three numbers one on top of the other merely mean for you to play those strings in that placement (distance from the top) played at the same time.
