Get him something called the ZOOM G1x...or something like that (something from ZOOM). IT costs only 80 bucks (but you can get the realy sick version for like a couple hundred). Its basically a multi-effects pedal. It has like 40 different effects on it that are all customizable. You can make either a bass or guitar sound like almost anything. The more expensive models basically look like a whole guitar POD. They have like 5 different pedals to let you adjust the parameters of the effect in real time (while playing). You get stuff like wah-wah, octave sliders, volume pedals, reverb, flanger...all of it. I have the cheap 80 dollar one but If i had the money and I was that crazy about effects I would get the full POD one. Some people say that its better to get each effect separately instead of a POD or a multi pedal but they pretty much both do the same thing and who knows what effects your bro will like.
